New Two Wheeler Registration Hyderabad Telangana,

When I purchased a new TVS WEGO from Hyderabad, I was asked 1000 Rs. for permanent registration via agent. however when I searched online I found a very useful blog http://binodshankar.blogspot.in/2010/02/two-wheeler-registration-process-in.html. after reading this blog, I got confidence and reached to RTO office myself for permanent registration. That blog was written in 2010 and since then a lot has been changed in the process. Hence I thought that I should also write about my experience.
 So Here is the process:

First collect the following document from the dealer.
Invoice
Form 20
Form 21
Form 22
Tax Receipt
Temporary registration certificate
Insurance copy (xerox copy needed, but also carry the original with you)

 Xerox copy of following documents you need to carry your self:
Address Proof
Proof of Date of Birth
Driving License 
Also carry a pencil and stapler with you.
Counter for fees will be open from 10:30 to 2:00 on all working days.
Arrange the documents in the order pasted on the counter (Confirm at the counter, as far as I remember, the sequence was, Form 20, Tax Receipt, Temp Regis certi, form 21, form 22, address proof, date of birth proof, DL, Insurance certi)

You have to pay 395 Rs. fees (Application Fee 60 rs. + Service Charge 100 rs.+ Smart Card Fees 200 rs +Postal Charges 35rs). This one is the time taking step (30min to 1hrs depending on Q). Take the receipt and approach to another counter for digital signature (the person who is collecting the fee will inform you about the counter number) not take more than 5 min. After giving your signature specimen go for vehicle fitness inspection.
At this place you have to take pencil mark of chassis or frame number on the bottom of your form 20 (need not to be readable). Give this form set with one copy of fee receipt to inspector there. He will ask you to read chassis number and Engine number (when buying you vehicle, ask your dealer about the location of these numbers). Now you are done. Come home. You will get your RC in a Week's time.

P.S.:
1) Most of the process you will find in the Welcome letter of RTO office which comes with tax receipt and temp. registration certificate. 
2)  for vehicle insurance you do not need to go via dealer. Check your option because I was asked Rs 1652 for Insurance by dealer through ICICI-lombard but when I contacted national insurance, they did it for 1108 only.
3) Ask invoice for each and every thing, you had paid for, many dealers won't give invoice for the vehicle accessories because they charge you more than market rate.

    I meant to ask Temporary Registration Process above. The HERO dealer in my town quoted Rs. 1570 for TR and also 3960 for Life Time Tax. So, I was looking for a way to Complete TR myself if possible. If you do let me know, I would appreciate your advise.

    If you could also let me know of all the Charges that are Optional and could be eliminated (by approaching RTO ourselves like in the above example of yours), Please let me know. Can we NOT choose accessories and Delivery charges?

    One another thing I noticed is, Delivery charges are being clubbed along with Accessories and I was given a Quote of Rs. 1000 (For HF Deluxe vehicle).

    Also, Is your Insurance from National - Comprehensive or Only Third Party?

    1. you could check on the website of telangana transport department because you could do TR and payment of life tax online. check the fees required and if your dealer is charging more than that you can complaint to the company as well as RTO. it is duty of the dealer to get the TR for you.

    My electricity bill is on the owner's name. The only address proof with my name on it is the bank statement from ICICI bank and a credit card bill from HDFC bank. My gas bill is on my dad's name.
    Could you please suggest which of the above would be acceptable as address proof?

    Following are the add-ons. I completed the RTO registration process for my Activa without the help of any agent at KPHB (Kukatpally area), near Lodha building, Hyderabad.

    (1) Collect document-set from your dealer. Tell him that you will do registration yourself and you need complete bundle of documents. Agent with JSP Honda charges Rs. 850/.

    (2) After getting docs from dealer, book slot on-line. Follow the directions on the website. To find portal, search google for "telangana transport registration book slot"

    (3) Save/print your slot-booking confirmation.

    (4) Go to the RTO office on the day of appointment. Even if you have booked for 1pm -2pm slot, you can still complete the process in 11-12pm slot.

    (5) Arrange the documents in the sequence displayed in the board there. Sign the forms at appropriate places.

    Sequence is: Form-20, Temp. Reg., Tax Receipt, Invoice, Form 21, Form 22, e-seva receipt (for #plate), Insurance. Followed by your self-attested Address Proof and ID proof (having DoB e.g. PAN Card, License, Passport). I used my PAN card and my Gas bill that I get on refilling the cylinder. I missed signature at two places, and clerk at the counter asked me to sign.

    Keep you Book-slot print ready. Clerk took the print from me at stapled with the document-set as a last document.

    Clerk will give you the receipt, and will give you back your document-set after writting some# and IDs on it.

    Keep the receipt with you. This is for your all future references till you get your RC.

    (6) Then, go to another counter for digital signature and Photo. This counter clerk will sign/stamp your Form-20. You are done here.

    (7) Then, go for verification of your vehicle. I took the imprint of Chasis# and Engine# on Form-20 using pencil (carry your own pencil). It was not at all readable. Then I searched for RTO Cop who is responsible for verfication. Took my activa where he was standing, gave him the document-set, and asked to do the verification. He told me to read the chasis#. He was cross-checking with Chasis# mentioned on document-set. (I don't think he really bothers. It is just a process but complete it diligently). Then he said it is done. He took the document set with him inside his office, and I was told that RC will come by Registered-Post after 15 days, and I will get SMS for Registration# and #Plate.

    (8) No need to pay any money for Registration process. All money is already paid at show-room.

    (9) Even for Number-plate, you don't need to pay anything. But I have seen that person fixing the #plate is asking for Rs. 50. I asked him why are you charging when everything is already paid, and he said "sir, it is out of your happiness" :)
